I am shopping in the Royal Oak, Ferndale, and Clawson Michigan markets. 

But they also take a "buyer/renter beware" stance and their view, based on my interactions with building department and section 8 inspectors is: as long as the house does not have cracking or chipped paint, the chances of it effecting people is basically non-existent.  

I've learned by talking to recent students that the desirable locations are now closer to downtown and farther south toward Riverside drive (Chestnut-Seminary-Oak-Riverside).

You will learn a lot more, a lot more quickly, and a lot more reliably, than chipping away on a web forum where half-questions and half-answers seem to dominate - just the nature/drawback of the format.

There's a reason ppl buy blue chip stocks and a 4cap in a Class A area vs a 7+ in a Class C and penny stocks. 

Maybe take a look at Driving park and Northern Karns park, you could also mix in some Old Oaks and King Lincoln for fun.

So in your example being in Houston, this would be like rather than being fully paid off with a Garden Oaks investment house, you're putting 60% down on two heights houses + $15-20k of reno in each.
