I have seen instances where an invoice has been issued for the retroactive licensing fees and in other instances less cooperation and the need to apply for a new use permit or even worse a variance if the use is not permitted by the base zoning.  

I am waiting on an invoice to be paid out for that same amount.

Our lease states that all minor repairs under $100 are the responsibility of the tenant, and that the tenant should include proof of the issue and repair (photos and paid invoice) at the end of the month along with their FULL rent.

The GC just gave me the scope oh the electrician job on the paper/invoice.

I wasn't in a position to say no, so I agreed.They finished the job in the afternoon and text me pictures and said they emailed me the invoice.

Also, I don't want tenants coming to my house, or try to schedule a meeting or rearrange my schedule because theirs didn't work out.My business account has online invoicing but It requires a login profile from the tenant and none have used it so I don't send them anymore.

@Laura Schumacher - Louisville Water will reimburse you up to 50% for abnormally high bills if you give them a receipt/invoice showing that you fixed the problem. 

Or require invoice back-up for capex.

You should be in the clear if you have receipts and invoices for the work.
