I have in my lease that tenants are responsible for pest control outside of anything that the landlord provides, but I'm unaware of any tenant who would pay for something like this on their own. 

I don't see why it would reduce value unless it was unsightly or there was standing water that created smell or attracted pests.

Even in the most crime-infested areas you will find a lot of landlords.

We live in an area where there are black widows and other undesirable spiders, so we have a pest service come every single time someone moves out; however, if a unit is empty for a time, black widows move back in and must be exterminated before a tenant moves in, so we do an inspection of every unit before someone moves in to make sure it's ready to go.
