@Madison Guess for buy and hold in state I'd probably do either the Inland Empire or North county. 

The problem for small guys in my area, Inland Empire, is the minimum for month to month, is 3 months, at $250 per month.

What are thoughts on purchasing a multi-family complex in a cheaper area (Arkansas, Mid-West, somewhere else) and/or a cheaper home in the Inland Empire in Southern California?

You'd be able to collect empirical data that someone was smoking in unit or basement. 

That, I believe will not improve without a vaccine or empirically-proven treatment to the virus.

I'm not building my 'empire' quickly.

As I read more about your success I get more excited about finding my 2nd deal and further building my mini real estate "empire". 

@Nate WightmanWe call them "Over/Unders" here, many of them old Second Empire and Victorian houses converted into duplexes - or triplexes with on unit per floor - back in the 1920s - 1940s.As far as building new, around here it's not really cost effective at this time ...
