Personally I have no use for that kind of behavior and I would not want him renting from me and annoying the neighbors, or me.

I wish I had some ninja moves to offer you, but the only thing that comes to mind is this:  this behavior seems to be in violation of their duties per the broker license they must have, so you could find the managing broker's info and call them, and if they do not respond call the local Real Estate Commission and let them know what's going on. 

He is not going to let his kid sleep outside and, because of his behavior, the son is out of places to go.

I personally would send a strong letter that if rent is more than X days later, I will be starting eviction proceedings, if I wanted to curb the behavior (of course after getting advice from my attorney).

If she turns out to be a great tenant, offer her a longer lease term after a few months of good behavior.

If they offer a rent guarantee, they are guaranteeing human behavior, which is not something anyone can/should be doing... it just means they have enough markup in their product to cover it.Lastly, learn the difference betten a TK PROVIDER and a TK PROMOTER. 

Things like non payment and tenant turnover repairs are going to rely on tenant behavior which can never be predicted to a certainty.
