Others have already mentioned advertising a property without legal title, see what the FTC has to say about that as well as state RE departments.And, as Jay mentioned, some states aren't acting on the wholesaling matter, doesn't mean it is ignored, it could be they have bigger fish to fry and are under staffed. 

The houses sit on a pond, and we have stocked it, so starting in the spring, our guests can fish there.Most of our guests have been young couples having a weekend getaway.

Perhaps you could check it out and find something positive to put your energy towards.If the fish aren't biting in the pond where you fish, perhaps it makes more sense to find another pond to fish in than continuing to drag worms through an empty pond complaining about the "real life" situation?

I hope every working person and small business that was reasonably conservative up until this hit survives and can thrive on the other side of the tunnel...my brother in law fish's in Alasaka every spring early summer.. he can get to anchorage but cant get to the town they go out of..
