My guess is CA markets are generally more diverse and heterogeneous than those other markets you have experience in (i.e. making CA more of an imperfect market).

It's close enough to SJ, it's the capital city of CA, our job market is very diverse, we have an incredible shortage of housing so rentals are in huge demand, unfortunately 600k duplexes are out of reach for most local residents, but very affordable for Bay Area investors.
