My tuition is covered by finical aid and it's a local college so no dorm or meal plan needed, and it's just my mother who is not financially well off, hence the financial aid, so no that's not really a option.

For example a University of California academic year will cost about $15,000 before financial aid and scholarships. 

More likely--foreign aid, State Department, enforcement of environmental laws, federal employees will take the majority of the hits.

They get rent for free, utilities and food aid.

This is due to the Russian legislation concerning enterprises engaged in the food industry, tobacco trade or alcohol.

We had always paid rent on time, and we ended up with a VERY nice rental vehicle after being involved in a car accident (it was a "slow week," so the guy at Enterprise gave us an upgrade!).
