Your loophole should it be needed may be if you screen for credit history / credit score and no result is returned due to lack of SSN, or if they gave a totally bogus SSN or one belonging to someone else.I recently had a somewhat similar issue - I have a pair of roommates in a 2br in seattle, one of them was getting married and moved out, and they asked permission to swap that party with his father on the lease.
