I know they are expensive, but you could install 2 of them so you could monitor where the water is going and then use Ratio Utility Billing System (RUBS) -a method of calculating a resident's utility bill based on occupancy, apartment square footage, number of beds, or some combination of factors, to bill them back for the water.
