I would suggest starting in areas like Merion/Hungarian for value-add opportunities, South Linden for fixer-uppers, and Whitehall - improving market.

Most of that is concentrated around the metro areas - Indianapolis, Ft Wayne, upper northwest corner.

Opportunities include affordable fixer-uppers, older neighborhoods, and targeting FHA buyers.Good luck!
