If you look at what major investment shops target they will focus on properties that have unbelieveably low cap rates for a small investor.

There is only one photo from the street outside of the house and tenants are in the house so I am guessing that the unbelievably low price is due to some sort of issue about the tenants.

Those, many times, will yield the type of return you are desiring as I know all of mine do but I also have a checklist each facility must have in terms of qualities and I never flounder from that checklist unless the seller comes down so unbelievably low that it now makes sense.
