if its a true condo you only buying the airspace.. so any defects in constructin the HOA has to pay to fix.. so the ceiling work should be on them. 

That might be our only true recourse.I don't know what State you're in or if you used a builder contract or the standard State contract form.

the ONLY true way to reserve for sub to melt down is to have the money in the bank to pay off the offending mortgage full stop any thought of trying to refi etc is just wishful thinking sellers credit will get hammered while you go through the process.

Some people may think it is those with below market rents but i question if this is true as these tenants will now get max allowed rent increases Would they have gotten such large rent increases in the absence of rent control.
