It normally takes 1 h 30 from Cancun airport to Tulum and that's what it's taken me on average - it can be less with low traffic and if your driver speeds because you could miss your plane ;-).

I would look at 1500 square foot spaces in high foot traffic areas as these are the easiest to rent.

Similarly, retail might be near the residential area (but on high traffic roads), and light / heavy industry is far from the residential - but close to freeways and rail infrastructure.

I suspect it has to do with the need to cross bridges to get to good beaches - traffic was a nightmare to get anywhere.

I know there has been some recent lower end apartment complexes in the area that have been bought and refaced which has helped change the look of the area but there is many duplex style homes scattered on Century 21st Dr along with Ivey Rd that increase foot traffic in the area.
