There are the good and bad at all socio-economic levels, well, until you get up to the cream and default is highly unlikely, but they don't rent in this area, they buy.

9.69 cap rate14.1 COCSeems just shy of a great deal to me.Definitely check out the property to get a better idea of its condition, but I'd go in planning to shave at least 15-20k off that purchase price.
