Is there any way I can file a complaint or protest?

Hire a tax protest company on day 1 and get them the condition report so they can protest taxes.  

Have you protested the tax appraisal showing them the true market value?

Don't act like the state and put increases in that don't ever fall off.They can't challenge special assessment, but they can certainly protest a 100% increase. 

I just didn't know how it worked in case the tenant receives the check from me in a few weeks and then all of the sudden decided to protest something I had claimed damage on. 

You have to remember this law goes back to a time when people were protesting having a HIV+ child in their kid's school, on their sports team, etc.

DCAD has the proposed values....final values I believe come out in somewhere around end of July....I would not expect the proposed values to go up....but could go down depending on successful protests.   

And what about all of the commercial real estate that is vacant, not being paid for, and being destroyed by protesters, and the business that cant operate due to protests.

But no, just blanket ruling that landlords need to operate on hope, faith and luck.I have been just waiting for any kind of rent strike to happen so I can shout my protest charge of "PROPERTY TAX STRIKE".
