You can get the DIY version here http://www.pscleanair.org/library/Documents/asb-popcorn.pdfIf it is not, a simple water/soap mix spray on the ceiling making sure it gets good and wet, the popcorn material will soak up a lot, you want it wet, then just scrap with a putty knife.

The sheet rock in roof of garage was urine soaked because cats were up in the insulation.. so that all came down, we had to kilz the entire interior of garage to seal all the framing and put in new windows. and garage doors.
