I would keep a record of a complaint filed against your sister, even if you don't end up pressing charges. 

I’ve had to press hard to get completion and a certificate of occupancy before my client’s rate lock expired and rates were jumping, so they would have lost the ability to buy it, along with the money they had spent on inspections & appraisal.These are just a few examples of why to have your own representation when buying new construction.

Back in the late 80s or early 90s when I was in involved farming there was a 'famous' case in our area that made the it into the Farm  Press of "Land Contracts Gone Wrong.

Everything is made cheap, it had 1x2s instead of 1x4s, the floors are press board not real plywood, the walls are secured with staples, there is very little insulation.....the list goes on and on.

Even at 650 you might be hard pressed to find renters.
