His other option is to find somewhere else, and upon completely cleaning out the house and removing all his property he would receive a sum of cash ($200-$300) to go towards his new place.He has since made no effort to fix any issues, and my insurance company is screaming to have the car removed and the siding repaired, even though I don't own the place yet.

I wouldn't say any of them were screaming good deals, but rather properties that didn't look at great or weren't advertised well that had been sitting on the market for a while, and the sellers were starting to drop their price and/or be more negotiable.

It's also a good idea to have a clause in the rental agreement that clarifies "guests" and "visitors", so you can limit the length of time that a person can stay before they become unauthorized occupants.
