It will vary based on whether the fence in tied into another fence, whether it benefits both parties, whether it completes an enclosed area for your neighbor, whose fence is it, where is it in relation to the property line, and whether the fence is ugly or actually in poor condition. 

Cities with greater density and reliance on public transportation are naturally going to be places where disease spreads faster.
