They just repaved the main road, they are putting millions into renovating Roberto Clemente Park (3 minute walk from my house and I just went to an open house about the redevelopment plans for the Jerome Corridor (underneath the 4 train).  

This may not be at all easy in an older house with few or no cleanouts in the soil stack(s).

We were happy with it but we noticed that the house was not clean - the blinds were dirty, the carpet was soiled and the house smelled like cat urine.

Perhaps retaining walls, soil nails, etc.

Assuming there is just subfloor underneath the carpet and kitchen floor, I'd just remove it all at the beginning. 

The makeup of the soil has a lot to do with what can or cannot be done; and what would be required in order to build on a steep lot.

@Barshay Graves I bought a rental with uneven floors.I crawled underneath and examined things.

The agent is just working underneath the broker but the client relationship is with the brokerage and the seller in the listing agreement.

These units are in above average condition as is but I like my properties to be pristine which is why I would want to paint and deep clean the carpets....or possibly pull them up if there's hardwood underneath which is likely given the age of the home.

Think of it as soil concrete.
