Good question... this is what the price behavior has been in the last 5 years for instance in San Jose:If you bought in San Jose in 2011, you likely have experienced price increase of 50% or more in property value. 

If you have trouble with the unethical behavior, report the agent.

I don't like this because it rewards irresponsible behavior with my tax payer dollars. 

The neighbors will always be other vacationers (who may also be annoyed by unruly behavior, but the problem guests will move on.) 

Unless they take a nosedive in terms of behavior over the course of the next year, I would want them to stay on at the end of this lease.

Sometimes the rules don't cover all human behavior smoking is a horrible addiction, and shelter is a necessity.
