Up to what dollar amount can you make decisions without my permission?

@Jon Allen, I agree with @Greg Scott especially the last portion of his response where he says that providing the parts and not coordinating a professional repair implies that you intended to give permission for the tenant to do the repair themselves.

I will get their permission just to rattle their cage.

The multifamily you see near Rice U. was built long ago and would not be permissible by COH under current rules.

Without the duplex overlay, you are very unlikely to obtain permission for a conditional use permit. 

Make sure the owner and lease clearly spell out permission for you to operate a short term rental.

You are essentially given permission to offer the product or real estate under your own banner.  

Let them know that blocking of the driveway is not permissable either.
