First the "gut feeling"  is a dangerous area if you are ever caught taking one tenant over another it may be seen as discrimination and nowadays almost everyone is a protected class through the courts eyes.

If so maybe complain to the association board, but if that doesn't work, if you talk to them again and persuade them to accept a new more quiet unit, problem solved.Just make sure to take the old one so they don't reuse it.Also, if it's buzzing in a strange manner, it might not have much life left in it.Window A/C units are basically a throw away item vs a fix item.Good Luck!
