I am opposed to giving gifts to tenants nowadays. 

Most landlords nowadays will only give dates of tenancy.I think in your situation, you can choose to just not answer the calls. 

And how many employers nowadays tell you you're going to lose your job, yet keep letting you work?  

Now adays its pretty easy for the landlord to research them.

First the "gut feeling"  is a dangerous area if you are ever caught taking one tenant over another it may be seen as discrimination and nowadays almost everyone is a protected class through the courts eyes.

Guess anyone can be a moderator nowadays. 

If you hold open houses you'll create a buzz to get more people to fill the app out on the spot.  

I don't know anything about the buzz words and formulas I see referred to here, but you need to do your own math and consider what you want out of a property. 

If so maybe complain to the association board, but if that doesn't work, if you talk to them again and persuade them to accept a new more quiet unit, problem solved.Just make sure to take the old one so they don't reuse it.Also, if it's buzzing in a strange manner, it might not have much life left in it.Window A/C units are basically a throw away item vs a fix item.Good Luck!
