Given the behavior of people in crisis, it is reasonable to expect that landlords DO NOT want criminals, especially violent criminals, to rent their units. 

I know there are some programs encouraging this by giving grants for this due to the housing crisis.

Well, now nothing since the 07-08 crisis. 

Currently JPMorgan is the only bank to have done so but and limits transactions to $50,000 a month unless express business is allowed by the bank (aka it wont be allowed) the USA is in a currency valuation crisis and the banks are looking to lock up capital to weather the storm.

I'm wondering if the housing crisis took away so much equity in LA that wholesalers are just contracting them for about what the sellers owe... but that still isn't good enough for many investors like yourself.

It might still be possible to turn the debt and the country around.If the country continues to spend like a drunken sailor and continues to grow government rather than real jobs there will eventually be a severe crisis.
