There will always be proponents on either side of the isle on this decision and the biggest issue are the hotel lobbies advocating for more regulation or less-- but having been part of the developers and investors with doors who fought against further restrictions the sentiment among colleagues this is a really solid landing pad of legislation we can build predictable business on for the foreseeable future because it limits the use based on the land itself/ or a public hearing to approve a Specific plan for a site not just any house in certain areas.. so It's just about having someone competent who knows the laws and knows the area to help guide you in that purchasing decision. 

Even after stripping out all the carpet and padding the urine smell permeated the house!

I would:-Figure out what the average occupancy rate is and then pad it by 10-15%-Look and see how much similar units are renting for, and pad it by 10-15%-Get some quotes for house cleaning, since its going to get really old cleaning that place over and over again after guests leave it a mess-Get some quotes to figure out how much it'll cost to build the houses, build the driveway, lay the septic, run the power, dig the well, etc.  

In that case it wasn’t even bad just replace carpet and pad and seal concrete under some bad cat stains.  

The alternative is having the material be a part of the bid, which tends to be padded and unless you are very, very clear they will go the cheap route, i.e. cement/wonder board is ideal in baths, but greenboard is acceptable. 

I bought it for about $5k too much, but the seller financing helped pad that mistake.

To perform the  cleaning job created by plumbing , putting fan, replacing the carpet padding moving furnitures, and sanitizing job is estimated as $650. 

I'm in the process of getting some bids and need to decide what type of carpet and pad makes the most sense.
