Normally the scheme is for the recipient to recieve a "fat tax return" and the person who needs to 1099 another "pays less taxes."

There's will be some scheme for apportioning your income to each state and paying the taxes in each.

It was a method that was not a get rich quick scheme and really was a pretty easy method to understand as a basis, that everyone could accomplish.

Tell them that if they still wish to have the place painted you will hire a licenced contractor to do the work, to your specifications (neutral colours), and that it will be at the tenants expense. 

@Bob Okenwa That's a great point- and there's a reason that people are choosing a similar color scheme, appliances and floor plans-but it was a little shocking to see how they all really do look the same.

Well, some years later I found out this officer and a bunch of buddies were involved in some racketeering scheme, protection rackets, extortion, all of which involved cash payments, and used my apartment as a hideout to run their activities, i.e. split the loot.

If you approach with some scheme other than a cash or straight sale that can payoff the lender, you may get caught up in delaying the process or interfering that can lead to fed violations.
