I was dealing with such a case and had I moved ahead with the purchase, I would have been forbidden to put a sorely needed French drain (or anything else that disturbed the area within 15 feed on each side of the affected location).

Anyway, I thought this was pretty bad poverty until I was in the Navy and went places where I saw people who lived in houses literally made out of garbage, with no plumbing or electricity whatsoever, and this was pretty much their lot in life.
