The ground is now about 4-5 inches below the foundation line and it's also causing issues with my neighbor's adjacent yard.

I do know it needs P/B foundation repair, new tile, and plumbing updates.

Those skills will be your foundation. 

To minimize risk and build a solid foundation, I'd suggest starting with a single-family home or a 2-4 unit turnkey property.

In the only building I have bought that had tile there was a lot of cracking and chips due to seasonal foundation shifts and the chipping due to tenant damage.

To set the scene: A cost seg study breaks your property into two important categories:1250 "real" property aka the building, foundation and other long life assets.
