You can also check above the window and if you notice large random holes every 24-32 inches, then these are weep holes used for drainage on brick veneer houses.

Myself with 6 inch thick tax returns and no NON commercial underwriter can really under stand them LOL its frustrating no doubt. but it was necessary to protect the industry.as @Chris Mason a great private RMLO is worth their weight .. we use one in Oregon for our deals here I would never go anywhere else.. been 16 years with same person..

The concrete is leaning towards the house and the garage drain that the washer drains into may be putting water under the garage floor (4 inch drop along a crack by drain), so will probably have to borrow for that work anyway.
