If the vinyl was a commercial grade, it could be "stripped" and "re-coated", but this doesn't truly make the vinyl look new...it's more for cleaning purposes.

Just as an additional thought - if your furnace can accommodate a thicker filter, you can get by with changing them far less frequently.
