I don't know the market in CA, but in Baltimore, I would pass on that deal since it's not too hard here to beat the 2% rule.Definitely take advantage of the Rental Calculator here to analyze the deals so you can easily visualize the tweaks in the math (increase in rent, lower purchase price, self-manage etc)

This is not a common feature in this area.My gut tells me that the presence of a radon mitigation system may be a deterrent to renters, even though the property "may" be much safer than surrounding properties.

If you can't surround yourself with them physically (the best option) at least surround yourself with them visually  and emotionally.
