The solution I have decided on for myself is a personal one and is not the sort that can be applied universally, or maybe better said it is not realistic to believe for a second it would ever happen voluntarily so, WTF am I doing posting it???

You learn if they show up on time, if they bring someone who speaks for them instead of being able to speak for themselves, if they show up with an entourage that reeks of pot, you can walk them out to their vehicle to see if it's full of trash and filthy, if they smell of smoke, if they are a couple and argue about everything loudly, if they have screaming, unruly children, if they don't ask about normal things like where is the laundry, what's the parking situation, how big are the closets...all things that point to someone desperate.

.- showing up to an appointment smelling of tobacco or pot smoke (I didn't allow any smoke in my building, so if they smelled of it, I didn't believe any protestations regarding them not smoking)- not giving me requested documents when they said they would, regardless of whether or not that was one hour late or two days late.- not filling out an application completely.
