Reference Crime issues: I spoke with a Richmond PD Officer while up there and he suggested I sign up for a Citizen Courtesy Patrol - you can go out in a cruiser with an Officer or set for a partial shift as they drive around. 

Recently, the city inspector’s office where we own a rental in Michigan contacted me and informed me that “a concerned citizen” complained about the condition of the front porch of the rental.It is easy to assume that it is the tenant that made the complaint.

So its legal for me to buy or get into deals even thou im not us citizen?

You're always a licensee but you can always deal  for yourself just as any citizen can, legally and ethically.FYI, last year the FTC broadened their reach into real estate transactions.

Portland is one of the least Landlord-friendly areas on the market, it's over-priced, crime is increasing, the city will treat criminals with kid gloves while ignoring law-abiding citizens that pay taxes, etc.

Economically it would bring in another stream of revenue for the city/towns and allow its citizens to get to Boston area jobs where wages are higher and bring it back to that community to inject economic spending.
