Everyone else is looking for good properties they can visualize.

I'm guessing replacing it with a much less visually appealing deck would cost $20k, maybe even $30k. 

BTW, try searching Craigslist for your appliances, you might find the old listing with enough visual context to show it is clearly your rental the unit was photographed in.

On top of that one of our hospitals are being sold so people aren't really applying for jobs there because of the uncertainty.So my question to all of you is if this should be a big deterrent to wait on my plans to flip houses?  

My question is: would it be a good idea to mandate that I have a visual inspection of the garage and its contents before proceeding.

These houses are purchased based on pictures they have been provided, not based on their own, or a third party's visual inspection.
