I would find a lender first, before spending time on the other stuff.Additionally, I believe that your talking a super expensive build (in CA) and it would be way, way over the VA loan limits (my guess is your build costs are over $1mil) As far as construction and blueprints costs go, I can build each unit for around $140 sq ft (basic finishes) but I'm still in the process of calculating soft costs (permits, fees, school taxes, impact fees etc.).

Usually, the developer must secure the land through equity capital, and then commit equity for 25-40% of construction/soft cost.

If your loan payment is less than your old electric bill was it’s a no brainer for people and there’s a lot of soft value as well, the environmental benefit for environs but also libertarians get the warm and tinglys of screwing the utility who usually screws the consumer.
