As the property has been in the family for 50+ years, and the development expenses for the permanent crops are several years into their depreciation schedule, I am assuming (pending a bunch of number crunching by the accountants) that the basis in this sold property is likely a very small percentage of the sale price.

Cause if you weren't, I think you already know that isn't ethical.Get the data on the last 12 months of water usage, crunch the numbers and figure out how much you need to add to the rent to cover at least 1/2.
