From what I have gathered as long as you are not falsely stating it's your primary residence and the loan servicer does not require it to be a primary you don't have to make it a primary.

It may have happened somewhere, sometime but there may have been other circumstances related to the case that are actually unrelated to the hand dialed phone call (like misrepresentation, fraud, continued calling when the home owner says “stop”, used a false name in the solicitation or other scam related activity).What the concern is about, is "mass dialers'.
