You can watch for violations but you also have to make sure you don't do things that can be classified as retaliatory in an effort to get them out or you could end up having them call in HOME line which will gives great advice/legal help for free to tenants and you end up having issues.

@Luis Vilar You are correct in spirit as it would be a gift to the parties involved, but when a parent co-signs on a loan and they provide a portion or all of the down payment it is not classified as a gift to the lender.
