If not, and you are talking about 1 br apartment or efficiency, a mini split system might be the cheapest.

Once went into a rental where the tenant had three mini horses in the dining room.

A ductless mini split system would show lower bills.

Also install separate mini split systems for each unit that the tenants will have control and responsibility.
