You'll end up paying more than the assessed value most times, but there are occasions when the assessed value is a lot higher than offer price because the condition of the property isn't the best.

@jbeard I've read little about turnkeys, my understanding of them are "ready to rent" properties and on some occasions there are already tenants in the property. but how profitable can this be?

I also met this tenant on two occasions and she seemed very nice and kept a very clean apartment.

I realize the personal risk is there,  but we as landlords also have the duty to maintain an "emergency fund" for just such occasions. 

As an agent youd see the listing before anyone else, so on the rare occasion an an actual deal came up on the MLS youd see it before anyone else.

Nothing became of the suit except it created some paperwork and stress for the woman who runs the HOA.This example reinforces what others have said: It's harder than you might think for a resident to make a case against an owner, she was only suing to get even with someone she deemed a slumlord (so don't be a slumlord), and liability insurance should cover the rare occasion a suit is successful.
