The apart was repainted before we lived in but, I beleive this is a normal wear and tear, I did not break any wall, window or cabinets...

I grew up in what I would a call “C” class mentality household and although we never trashed a place and in fact my mom would shampoo and repaint before we left, we typically got evicted due to late or missed payments(personally I haven’t missed a due date on a single payment since I was 18). 

My tenant is asking for their deposit back, yet I am replacing all carpet, lots of flooring, repainting and a stove.

Is Landlord in California allowed to enter unit to repaint prior to tenant moving out? 

I'm contemplating whether I want to repaint the exterior though (really want to make sure I get as high of an appraisal as possible).

It essentially involves discoloration of the walls and vaulted ceiling that highlights the framing of the house beneath the sheet rock.Well, I have the walls and ceiling scheduled to be repainted but now my tenants are claiming the issue is mold related and threatening to contact an attorney.

Once mildew is found, we schedule a time to go out, kill the mildew with a bleach solution, then repaint it with mildew resistant paint.I have tried to pass down this expense to my tenants, because after all, the damage is caused by their negligence.  

However, when the appraiser, whom BofA hired, came to my house, he submitted the report to my Lending Officer at BofA that I needed to re-paint and fix some of the damages on the exterior of my house before I could qualify for the loan. 

Sure, I could paint it a nice shade of beige or gray, but then I’d be repainting every single time a tenant moves out.Same goes for kitchen cabinets,  once they’re painted they’ll always have to be repainted.
