If it's your business, do what you have to do, and let the politicians have the bleeding hearts. 

Our reputation to outside areas is that it is high crime and racially strained (from direct talks I've had with a state politician). 

Maybe even get a local politician involved and see if they can help you to get some grant money.

. @ Jerel...totally in agreement with you and, the chances of getting a lender to accept and approve an assumption for anything other than a VA loan, are less than the chances of getting politicians to work together towards a common goal.

Frankly, the gurus are preying on human nature to make money just as politicians do to earn a vote, both tricksters do it scientifically well.
