Don't expect the best DSCR rates for this property use as your pricing will get adjusted for this type of use.Commercial financing is also available for such uses, but can be more difficult in terms of cost and qualifying. 

I'm not sure how much this matters in terms of staying longer in my condo vs buying a new primary, but I did just a few months ago upgrade my HVAC ($12k) and am doing other value-add to it in the meantime. 

However, your observations about 32209 and 32206 having potential in terms of price and rent ratio are a good start.

In terms of running numbers, I find that using Rentometer's LTR estimate for your location plus 30% is a good number for right now.

However, I couldn't find one that offers a good return in terms of cap rate and cash-on-cash (CoC) — the prices of homes are very high.

All 16 units would have to remain on same lot/deed forever (so in terms of value, I can’t capitalize on the duplexes being sold to conventional non commercial buyer) think financially it would be nice to phase it out one duplex at a time.
