One interesting thing about the idea of dropping 10,000 immigrants in Detroit is that it would provide the opportunity for the interaction of different cultures.There are a lot of old mill cities in New England where Bosnian, Serbian or Croatian refugees were resettled after the Balkan mess in the 90's.
