I went in, fixed drywall, painted walls white, paint cabinets, corrected floor slope and put down hardwood.

When we bought the place in 2020 this whole room was a deep butter scotch yellow with pine wood stairs, cabinets, and massive furniture (see before photos below). 

Also: those cheap, thin polystyrene shower walls make really good liners for the bottom of vanities and kitchen sink cabinets.

For anything cosmetic (paint, flooring, kitchen cabinets, etc) you dont need a permit.

Years ago we did not provide laundry units to tenants, and found that when tenants had to move their own units in and out, they damaged floors, walls, cabinets, hooked the units up wrong, didn't properly install wiring or dryer venting, etc.
