In reality, besides maybe public sewer capacity, nothing I list isn't able to be overcome, but it could get very costly.You will want to talk to with a GC and potentially the building department directly to understand any issues that may keep you from executing on this plan.

Any apportionment of such deposits, or of prepaid rents, between Incoming Resident and Departing Resident orremaining residents are solely to be resolved between them and Landlord has no responsibility for such apportionment.

Keep in mind that you would also need to qualify for both payments but if renting out the departing residence that rent could be use to offset the mortgage on the departing residence.

It shouldn't be a problem to call and while I don't know the specific rules for Hawaii (probably something like a smoke detector in or next to every bedroom and a carbon monoxide detector in the house), rules regarding smoke detectors are not going to be "grandfathered in" (a term that building departments hate btw).

Having seen earlier proposals for Boston ordinances it seems a pretty reasonable compromise proposal to allow residents to offset Boston’s sky high prices by renting out all or part of their homes, while preventing non-local investors from further removing already limited housing supply (the ultimate fear of all housing departments).

My duplex had an additional unit built in the basement and discovered by city inspectors when a neighboring squabble caused buildings department to check houses on the block and my house had 3 mailboxes out front.
