Evict your tenants (in Philadelphia this is a lengthy process) or try to buy them out. 

A rent payment has to be at least 30 days overdue for any fee to be charged.

In Florida, of course, you have that extremely lengthy judicial foreclosure procedure that can be tied up by a borrower for a couple of years.
