This is how insurance companies determine risk and rates - the most money they can reasonably charge, within the confines of regulations, that will provide the most profit while maintaining the most customers (eg. prevent people from cancelling because it's too expensive), while covering expected losses, figures determined (hopefully) by research rather than arbitrarily guessing how much they may have in losses.All that doesn't mean rules are always well constructed or even suitable for their intended purpose, but if we want to avoid anarchy well reasoned rules and regulations are the least unpalatable alternative.
