If I'm not mistaken (and I frequently am on counties I don't invest in)  in Maricopa, one person can buy the tax lien for, say 2013, and if the owner doesn't redeem and the lienholder does not pay the next year taxes either, then a second lien is sold on the property for 2014.

These Qs should lead you towards making a better decision.I'll add that:- If you think using a PM is hands-free than you are mistaken, but can you find a PM that will handle 90% of the “noise” and you will still need to be ~10% involved - that's doable - You can always start one way and change.
